PROPOSAL ALFA: A Morrow Project TO&E By: Tim McFadden Author2C@aol.com The following is a suggested Table of Organization and Equipment chart for the Morrow Project. Distinct roles are set for each of the Projects vehicles, with several new items being mentioned. Stats on some of the new equipment, like the CH-46 transport helicopter and the Hueycobra, are public domain. The Automated Patrol Unit, used to protect supply bases, is original and stats on it will be posted real soon now. Proposal Alfa assumes a project of 25,000-50,000 personnel, centered on the Agro Teams. Each Agro team is expected to become the core of 1-3 communities in a 3-5 year postwar environment. Project teams are organized with the smallest group of teams being the Sector, then the District, then the Region, then the Zone, each with it's own resources and admin. This plan is subject to change according to local needs, with the addition or deletion of additional or special teams for special circumstances. In Proposal Alfa, the first teams activated will be the recon teams of each Sector. Each recon team will conduct a 2-4 week survey of their area of operations (AO), which encompasses the area the other teams of their sector are emplaced in. If Recon encounters active hostiles, the Sector MARS team may be activated. Once the survey is complete, if the sector is judged viable by the Recon Team, the rest of the sector teams will be activated. It is expected that at some point, the recon team will be absorbed into the MARS team. Once again, I reiterate- this is only a suggestion, a proposal. There is room for deviation from the TO&E or, for that matter, if you really don't like it, you can make up your own. But this gives the project some kind of organization and lets' the players get some idea of how many other teams are out there. Agro Team: 6-8 members 1 Commando Ranger 1 XR-311 Airscout Recon Team: 7-9 members V-150 w/20mm cannon Level 1 Engineering Team: 6-8 members V-150 ARV, 1 XR-311 Level 1 MARS Team 12-15 men w/1 V-150 w/20 mm, 1 V-150 TOW, 1 V-150 81mm Level 1 Science Team 6-9 members 3 XR-311's, 1 Airscout 8 Agro Teams plus 1 each: RECON, Level 1Engineering, Science & MARS= 1 Sector Average - 92 personnel per sector Commander: Senior Agro Team Leader Field Medical Team: 18 personnel (nickname: MiniMASH) 10 medical personnel including 3 MD's, full surgical setup, 8 MARS personnel for security. 4 Commando Rangers w/trailers, 2 V- 150 APC's Level 2 Engineering Team- 12-18 personnel 1 V-150 ARV, 2 V-150 APC, 1w/low boy trailer and backhoe, 2 HAAM suits DAD: District Administration Detachment. 4 personnel, 2 XR-311s, initially w/Level 2 Engineering Team, establish permanent District Admin Center as conditions stabilize. 2 Sectors plus Field Medical Team, Level 2 Engineering Team & DAD= District 220 MP personnel per district. Commander: DAD Leader Level 2 MARS Team- 10-18 personnel, configured for AirMars, Riverine or HAAM, intended to act in support of Lvl 1 Teams in hostile environment. AirMars- permanent base attached to supply facility, 8 specialized Airscouts- 3 Air Superiority, 2 MedEvac, 3 "Tankbuster"- 1 man, uprated engines, 2 5-shot rocket pods Riverine- no permanent base, utilizing SK-5 Hovercraft HAAM - attached to supply facility, w/2 CH-46 transport helicopters and 8 HAAM suits Level 2 "SCIENCE ONE" team - 7-10 personnel w/Science One vehicle Regional Supply Base - Automated. Each has automated defense system and mobile patrol/guard unit (BOLO) Regional Medical Facility- 14-20 medical personnel plus 8-10 MARS personnel for security. 2 Commando Scouts, 2 Commando Rangers, 2 XR-311s and 2 MedEvac Airscouts. Regional Administration Team: 25 personnel, based near automated supply facility, 2 XR-311's, 2 Commando Scouts, 2 Commando Rangers, 1 CH-46 helicopter. Permanent command & control facility. REGION: 4 Districts plus one each: Lvl 2 MARS team, Lvl 2 Science Team, Regional Supply base, Regional Medical facility, Regional Admin Team. Avg: 943 personnel. Commander: Regional Admin Team Leader. A region typically covers 2 states. MARS-1 TEAM: 1 MARS-1, 2 V-150 w/20mm, 2 V-150 w/TOW, 2 V-150 w/81mm mortar, 5 HAAM suits, 3 AirScouts. Support detachment: 2 Commando Scouts, 2 V-150 APC's, 2 V-150 ARV's, 2 MedEvac Airscouts, 2 standard Airscouts, permanent facility. Total personnel: 65 Zone Support/Admin/Supply Team: permanent facility, 3 CH-46 transport helicopters, 3 HueyCobra Gunships, 2 Commando Scouts, 3 XR-311's, 3 Commando Rangers. 65 personnel. ZONE: The Continental US is divided into 3 Zones divided by mountain ranges- Zone Alfa: East Coast, south-east states. Zone Bravo: Midwest, Great Plains States. Zone Charlie: Texas, American Southwest, all US west of the Rockies. Each Zone, headed by an SAS team, has it's own teams, scattered through it's zone, available to support regional teams: an assigned MARS-1 Team, 2 Science One teams and 3 each of the following teams: Level 1 MARS, MiniMASH, and Level 2 Engineering. Zone SAS also controls certain unique teams (the MP Rocket Base, etc). Commander: Zone Administrator NOTE: Zone air assets are not considered expendable under any circumstances. Forget about calling the choppers into a hot LZ. SAS resupply won't come in if the LZ is even lukewarm. The Hueycobras are STRICTLY for protecting the CH-46's and the SAS base. The Hueycobra and CH-46 are both the naval version, designed with folding rotors for storage in limited spaces. They have MP Fusion engines in them, which eliminates the need for fuel storage and refueling personnel.
